I have lots of ¼ x 4" stainless steel lag-bolts, and maybe enough SS clamps to join together to make one giant one. What you describe (a proper giant clamp) I currently have stored in Florida, and may finish the repair next season with it.
The lag-bolts may not need starter holes in the piling. Drilling is a possibility later this season, as the lake is slowly/normally lowering on its own.
Countersinking the bolt holes in the 2x4s would keep the 2x4 repair from harming a boat's finish. The piling is a "stand-alone", used to "tie-off" a boat, not to ever touch boats anyway.
I do have a wet suit—the thinnest—and it was too inconvenient and still too cold to use ever again in what NHF&G calls a "warm-water" lake. Mid-season water temps should be fine for the repair, and prior to this suggested repair, I had bought a floating chair for leisure. It may be drafted for this job.
Once, I rigged up an air tank, hose, and a cheap pneumatic hammer to drive a few nails underwater. (At the end of a long, 175' Florida dock).
It just occurred to me that I could make a roofed "duck birdhouse" out of the piling's 2x4s, and have it do double-duty. It gets shaded here late in the season...maybe a sundeck, too!
